Government Approves the 2026–2030 State Housing Plan with a Record €7 Billion Investment

Spain’s Ministry of Housing and Urban Agenda has officially approved the distribution criteria for the new 2026–2030 State Housing Plan, a program that will mobilize €7 billion over the next five years. The initiative received unanimous support from all regional governments during the Sectoral Conference held on June 11.

This represents the largest public investment in housing in recent years and aims to strengthen the public housing stock, promote residential rehabilitation, improve access to housing for vulnerable groups, and increase the protection of homes financed with public funds.

A Historic Investment to Address the Housing Affordability Crisis

The new State Housing Plan will have a total budget of €7 billion between 2026 and 2030. Of this amount, €800 million will be distributed among Spain’s autonomous communities in 2026 to begin implementing the planned measures.

According to the Ministry of Housing:

40% of the funds will be allocated to the construction and acquisition of housing.

30% will be invested in the rehabilitation of existing residential properties.

The remaining 30% will be dedicated to protection measures and support for vulnerable groups.

The Government believes this program will be a key tool in increasing housing supply and improving access to the residential market at a time when housing shortages and rising property prices continue to affect many regions.

More Support for Renting, Rehabilitation and Home Access

Among the main measures included in the plan are:

Strengthening the Youth Rental Assistance Program

The Government plans to improve financial aid for young people seeking access to rental housing.

Promotion of Rent-to-Own Schemes

The plan introduces new support measures aimed at encouraging rent-to-buy formulas, providing an alternative path to homeownership.

Rental Payment Guarantee Programs

One of the most notable initiatives is the creation of guarantee mechanisms designed to reduce the risk of rental payment defaults.

Increased Rehabilitation Grants

The program will expand subsidies for energy-efficiency upgrades, accessibility improvements, and residential building renovations.

Support for Public Housing Development

The plan also promotes public-private partnerships to increase the construction of affordable housing across the country.

Andalusia, Madrid and Catalonia Will Receive the Largest Share of Funding

The regional allocation of the State Housing Plan places Andalusia at the top of the list, with a total investment of €1.197 billion through 2030.

It is followed by:

Madrid Region: €1.113 billion

Catalonia: €1.015 billion

Valencian Community: €798 million

Galicia: €399 million

Castile and León: €378 million

Canary Islands: €371 million

These are the only three regions that will receive more than €1 billion under the plan.

The Canary Islands Will Receive €371 Million by 2030

The Canary Islands are expected to receive a total investment of €371 million during the 2026–2030 period.

For 2026 alone, the archipelago will receive an initial allocation of €42.4 million to launch the first projects included in the national program.

The investment aims to increase housing supply, promote rehabilitation projects, and improve access to housing in one of Spain’s most pressured property markets.

Greater Protection for Publicly Funded Housing

One of the most significant aspects of the new plan is the introduction of mechanisms designed to guarantee the permanent protection of homes built using public funding.

In addition, new transparency measures will be implemented in the allocation process for protected housing through anti-fraud clauses and stricter oversight systems.

The Ministry also plans to improve public access to housing information through open-data tools that will allow citizens and public administrations to monitor housing policies more effectively.

A Plan That Will Shape Housing Policy for Years to Come

With record investment levels and unanimous support from all autonomous communities, the 2026–2030 State Housing Plan has become one of the Government’s most ambitious initiatives to address Spain’s housing affordability challenges.

The construction of new homes, the rehabilitation of existing housing stock, and the strengthening of affordable rental options will form the foundation of a strategy designed to increase housing supply and improve accessibility over the next five years.
